Terms of reference

The human resources officer is part of the international team of the Enda Tiers Monde Executive Secretariat. He/she is responsible for implementing the staff policy in terms of staff regulations, recruitment, management of salaries and benefits, training, promotion, mobility and career plan, in keeping with the diversity of the members of the organisation, their various postings, the regulations governing their work and the labour code.
 Main duties and responsibilities
Under the direct authority of the Executive Secretary of Enda, to whom he or she will be expected to report regularly, in constant contact with the heads of entities, the human resources officer will be tasked with:

 •  Proposing a method of managing and monitoring the implementation of the texts of the organisation regarding human resources: staff rules, internal regulations, recruitment system, salary grid, training plan, etc.

•  Ensuring that each Enda member entity, including the Executive Secretariat, has staff management texts in accordance with the guiding principles established by the organisation and in compliance with the labour laws of the host country.

•  Updating the staff database, participating in periodic staff evaluation and making recommendations when necessary.

•  Ensuring the respect of the social entitlements and contributions the organisation and staff are subjected to according to the status of each member and the changes in the relevant labour code.

•  Taking the appropriate measures that may be required to settle any disputes between a member of staff and the organisation.

•  Implementing any decision of the General Assembly and the Board of Directors regarding the staff in accordance with the labor code.

•  At the instruction of the Executive Secretariat or heads of entities, preparing corporate plans as required by the circumstances and implementing them.

•  Assisting the Executive Secretary in developing and implementing training programmes.
Qualifications and skills

  • A university diploma (MASTERS II level) in social science. A post-graduate diploma in private law or a Masters degree in social law would be an advantage.
  • At least 5 years professional experience in personnel management or any other duties including human resources management.
  • Experience in an international organisation or non-governmental organisation would be an advantage.
  • A good knowlege of the labour code.
  • Skill in drafting legally accurate texts or reports.
  • A sense of integrity and moral responsibility.
  • Dialogue and listening skills with respect to the Executive Secretariat staff, the entities and partners or external collaborators.
  • Ability to work in a team.
